NHS North East Essex CCG Constitution

The Constitution sets out the arrangements made by NHS North East Essex Clinical Commissioning Group to meet its responsibilities for commissioning care for the people for whom it is responsible. It describes the governing principles, rules and procedures that the Group will establish to ensure probity and accountability in the day to day running of the Group; to ensure that decisions are taken in an open and transparent way and that the interests of patients and the public remain central to the goals of the Group.

Annual Report

The CCG is a member organisation comprising 39 GP practices across the areas served by Colchester Borough Council and Tendring District Council. It has strong clinical leadership; member practices elect four members as part of the Non-Executive majority on the Board that hold the executive to account.

Under provisions enacted in the Health & Social Care Act 2012, which amended the National Health Service Act 2006, North East Essex CCG was formally established on 1 April 2013.  The CCG employs 118 whole time equivalent staff and is required to work within its budget of £436.937m. This gives us (in common with most CCGs in England) a challenge as our local health service faces demands growing at an unprecedented rate compared to levels of resource available and an ever growing population needing care for more complex needs.  This means we must take some hard decisions about priorities as we look to do whatever it takes to keep meeting the health and care needs of our local population. 

The final annual report is also submitted to NHS England after internal sign-off. Our annual report and accounts for this financial year can be found in the library. The purpose of this document is to look back at our key achievements, work areas and finances over our first year as a statutory body, as well as plans and priorities for the coming year and beyond.

Safeguarding Children & Adults

Under the Health & Social Care Act 2012 with effect from 1st April 2013 the North East Essex Clinical Commissioning Group, and organisations from which we commission services, provide a safe system that safeguards children and adults.  This includes specific responsibilities for looked after children and for supporting the Child Death Overview Process.
